WEEE: Local authorities

The Legislative Decree 151 of 2005 requires the local councils to ensure the functioning, accessibility and adequacy of the separated collection systems of private household WEEE. These have been set up under the terms of the existing measures for separated collection of urban waste in such a way as to all the final holders and the distributors to deliver waste products free of charge to the collection facility in their area.

The legislation therefore entrusts to the local councils or parties delegated by them – holders of the waste – the task of separated collected. It entrusts the producers’ collective schemes with the waste withdrawal operations at the municipal collection, treatment and recovery centres.   

These parties are therefore called upon to cooperate effectively to guarantee good service to the end user.

For this purpose, as set out by the Ministerial Decree 185 of 2007, the agreement has been signed between ANCI (National Association of Italian Local Councils) and the WEEE Coordination Centre, (with the contribution of ANIE, Federambiente and Fise-Assoambiente) which rationalises the WEEE collection system, allowing the definitive passage of management competence from the local councils to the producers   (who take on the charges through the collective schemes belonging to the WEEE Coordination Centre).

To benefit from the collection services made available by the collective schemes, the local councils or the organizations delegated by them, must:

  • register collection facilities intended for the withdrawal services on the internet portal of the WEEE Coordination Centre (www.cdcraee.it);
  • sign the operational agreement and its general withdrawal conditions;
  • check that the collection facilities are in possession of the requirements as in Article 1 of the D.M. of 8 April 2008.

 

ANCI and WEEE Collection Facilities Agreement

The withdrawal of the WEEE at the local councils’ collection facilities must take place according to certain criteria which are in the guide lines jointly decided by the WEEE Coordination Centre and ANCI through the  Programme Agreement of July 2008.

This Agreement defines the functioning methods, the service levels provided by the collective schemes and the collection facilities, the operating conditions, and the penalties for any service failures.

The agreement also includes "Efficiency Rewards" for which councils that provide collection facilities which can bring together population basins about agreed minimum levels and which ensure the withdrawal of adequate quantities of electronic waste for every single request.

 

The operational agreement is the contract that is drawn up between the WEEE Coordination Centre and the and the signing party with which relations between the various parties are governed concerning the WEEE management service.

Annexed to the agreement are the "General Conditions of WEEE Withdrawal at the Collection Facilities" which make up the uniform conditions that can be applied to all the collection facilities and which describe the operating conditions in detail and which represent the agreement’s technical annex.

In particular, the document provides detailed information about:

  • loading units (type, criteria to define saturation);
  • service levels (deadlines and reference criteria for carrying out withdrawals);
  • penalties and sanctions for the parties;
  • documentation necessary for legal and administrative demands;
  • the parties’ obligations and commitments.

The separated WEEE collection takes place by subdividing the waste into 5 very distinct groupings. The collection facility may choose which groupings to manage but it must guarantee the correct subdivision of the WEEE.

WEEE Groupings
R1 – Air conditioning
R2 – Other large household appliances
R3 – TVs and Monitor
R4 – IT, Consumer electronics, small household appliances, lighting devices
R5 – Lighting equipment

WHICH WASTE IN WHICH GROUPING

The collection takes place within the loading units, supplied free of charge by ecoR’it’s logistics partners, which are agreed with the collection facility itself on the basis of the population basin served and the spaces available at the facility.

The WEEE must be moved with care to guarantee its integrity and to avoid breakages and damage. It is only in this way that useful material for recycling can be recovered.

The WEEE may contain hazardous substances and particular attention must be paid to the movement of groupings R1, R3 and R5. For this reason it is good practice to inform and assist people in WEEE positioning operations within the loading units.

To benefit from the service there are two methods of WEEE withdrawal:

WITHDRAWAL REQUEST

The withdrawal of the loading unit can be requested alternatively by:

  • Phoning: 800.903.146, toll free number of the WEEE Coordination Centre Call Center
  • Faxing: 080-3853549
  • Writing an e-mail a: info@cdcraee.it indicating the grouping for which the withdrawal is being requested and the number of loading units.

Before asking for the withdrawal service it is necessary to check that the loading unit provided has adequate space, as set out in the ANCI agreement conditions..

When the WEEE Coordination Centre has received the call it will tell ecoR’it who, through its own operating partners, will arrange for the withdrawal of the full loading unit within the deadlines set by the operational agreement with the local councils. At the same time as the withdrawal, an equivalent empty loading unit will be put into position.

PROGRAMMED TOUR

Alternatively the collection facility may agree with ecoR’it a withdrawal service which is programmed with a prearranged frequency.
